  • Occupation: Lawyer

  • Carried on a General Legal Practice in Kitchener for 18 years

  • Moved to Toronto in 1983 when appointed to the Ontario Municipal Board


Elected Municipal Experience

  • 1968 –1976  Elected City Councillor for the City of Kitchener - served for 9 years

  • Chairman of Planning Committee for 9 years while City Councillor

  • 1977 – 1982 Elected Mayor of the City of Kitchener - served for 6 years

  • 1973 – 1982 – Served as a Council Member of the Region of Waterloo for 10 years

During 15 years as an Elected Representative:

  • Only Alderman who fought to save Old City Hall and Kitchener Market 

  • Encouraged Neighborhood Groups and individuals to become involved in the Planning Process
    - Set up secondary plans and had all interested parties (i.e. Planning Staff, Developer, and Ratepayers) sit down and work out acceptable compromises

  • Initiated counselling services for City Hall Employees (who had domestic, drinking or drug problems) in order to reduce high rate of absenteeism

  • Introduced Ward System to the City of Kitchener

  • As a Member of the Grand River Conservation Authority – fought to prevent the building of a bridge over the Elora Gorge. Court Case went all the way to the Supreme Court of Canada (Mid-70’s) 

  • Introduced in mid 1970’s – Recycling in Kitchener  (the first recycling in Canada) – now most cities have a “Blue Box” program, following Kitchener’s example


Ontario Municipal Board

  • Appointed to the Ontario Municipal Board on January 2nd, 1983 - 2002 (served as a Board Member for 20 years)

  • Initiated Mediation and Settlement Approach to Assessment, Expropriation and Planning Appeals

  • Had parties exchange information as early as possible in proceedings

  • Encouraged discussion of possible settlement and compromise positions. Helped refine process for quicker, more efficient decisions

  • Extensive mediation experience at the Board for over 20 years, resolved disputes between Cities, Developers, Ratepayers and other interested third parties

  • Used the benefit of 15 years as an elected official and 20 years in a quasi-judicial role to resolve disputes and eliminate Board hearings

  • Extensive experience in land use planning matters, Expropriation, Development Charges, Assessment and Joint Board hearings with the Environmental Assessment Board (i.e. Administrative and Municipal)



Committee of Adjustment City of Toronto (North York)

  • Served as a member 2011-2014

  • Approved by Toronto City Council to be Alternate Member 2004 -2006

  • Attended Waterloo College (University of Western Ontario) and obtained a B.A. in 1960
